Sitecore Commerce 9 installation - "Value cannot be null. Parameter name: key." error during GenerateCatalogTemplate step

I have checked logs under the following folders as suggested in another question but there is not error there.

CommerceShops_Sc9\wwwroot\logs 

SitecoreIdentityServer\wwwroot\logs
